Here is a good example of how the rain can form and begin to fall. But it never reaches the ground before it evaporates and rises up again, just to continue the cycle again.

There have been numerous of these experiences throughout my motorcycle adventures around the country. I would shiver in fear when I would see the rain clouds ahead of me, with rain drifting down, and I just knew I was going to get rained on, again. But quite often, when I got to them, the rain never reached the ground, and I felt fortunate that I had escaped another drenching.
